This unique edition is in fact revised version of a book prepared at the Ministry of Internal Affairs of the Russian Empire in 1902.  Publishing of the first variant had been postponed for some reason. In the revised version you can find historical records about provinces, oblasts, governors foundation and armory images. The reference book contains full lists of governors (heads of the regions), vice-governors and marshals of the nobility for each region of the Empire in chronological order with the dates when they were in power. This revised version of the book contains new additions and is meant for specialist in the area including historians, educational specialists and also for a wide audience of those who are interested in the fatherland history.
