By January 30, 2004 refugees living in places of temporary residence in the Russian Federation totaled 256, 500 including 55, 400 staying outside the Chechen Republic. 48, 700 of them were living in Ingushetia (4000 people - in 3 refugee camps, 20,700 - in refugee dormitories, 24,100 - in privately owned houses).
Since the start of 2003, about 17,600 people have left the refugee camps in Ingushetia and returned to live in Chechnya (including 12,000 of those who applied to the MOI of Russia Federal Migration Service asking to help organize their return).
1305 tents have been dismantled in the Republic of Ingushetia over the period, 98 being unpitched in 2004. Two refugee camps - "Bella" and "Alina" have stopped functioning in Ingushetia.
Since the beginning of 2004, 840 people have been taken off the refugee register of the MOI of Ingushetia department for migration issues due to their return to the Chechen Republic, 135 of them were excluded from the official refugee lists last week.
201,200 refugees are currently living in the Chechen Republic. 30,300 of them are staying at 28 refugee camps, 1075 are living in 3 refugee dormitories, 164,000 are living in privately-owned houses and 5,800 are renting their dwelling.
Reconstruction of two refugee camps - one at 3, Ippodromnaya st., Groznyy for 200 people and the other in Achkhoi-Martan for 100 people - is planned to have been completed by February 25, 2004.
Groups comprised of detached servicemen of the MOI of Russia Federal Migration Service, MOI, Office of the Interior for South Federal District, Passport and Visa Issuing Office, MOI Office for Migration Issues, Committee of Chechen Government and MOI of Republic of Ingushetia Office for Migration Issues have been formed to receive documents of refugees leaving the refugee camp in the Republic of Ingushetia to go to live in privately-owned houses in the Chechen Republic, register them at the place of residence and register contracts of privately-owned houses tenancy at refugee camps in Ingushetia (this will accelerate the preparation of paperwork to grant compensation to this group of people in compliance with the Decrees of the Government of Russian Federation #797 dated November2, 2002 and #404 dated July 4, 2003). Applications for compensation payment have been being received at the refugee camps in Chechnya and Ingushetia since January 12, 2004.
By February 3, 2004 over 150 compensation applications had been received from the refugees temporary living in refugee camps. As a result, 70 rooms in the Chechen Republic have been vacated to welcome people returning from tent camps in Ingushetia.
Heads of regional administrations of the Chechen Republic are working to help return to the homes those currently living in refugee camps in Ingushetia though their houses have not been destroyed.
We are also working to rechannel the humanitarian activities of international non-governmental organizations towards the Chechen Republic, for instance, to the construction of temporary ready cut dwellings and refugee camps. This issue will be discussed at their meeting with the Minister of the Russian Federation S.V. Iliyasov held February 9, 2004.
The MOI of Russia have decided to allot to refugees the quarter built up in the city of Groznyy by the Federal Government in 2003 to make up for the damage inflicted by floods. The decision will provide housing for 2000 people still living in Ingushetia.
