The members of the Public Council of the Ust-Abakan police examined the facility and spoke to the detainees. Moreover, the guests had an access to any cell.
Head of the Temporary Detention Facilities Vladislav Vassilyev told the Public Council members about the work of the facilities:
"In 2009, we had it repaired: the cells were refurbished - individual beds appeared with new linen, individual bathrooms with cold and hot water were set up, windows and a good ventilation system were introduced. Since then, the leadership of the inter-municipal department "Ust-Abakansky" of Russia's MVD has been doing their best to maintain the order in the facility."
Doctor Elena Nemkova, a Public Council member, asked how the suspects and detainees were monitored, and medically treated, if necessary. Vladislav Vassilyev answered all the questions in detail. It took the Public Council members about an hour to examine the Temporary detention Facilities. Some of them wanted to speak to the detainees.
Answering the questions, the "inmates" said that they had no complaints against the policemen's work and confinement conditions. The Public Council members positively assessed the work of the Temporary Detention Facilities.
