Today, an operative meeting today at the Central Internal Affairs Directorate in Sverdlovsk region under presidency of the head of department lieutenant general Mikhail Nikitin in which heads of all city and regional law enforcement bodies of the Middle Urals participated.
On the agenda of the meeting was the discussion of the draft law "About police", the purposes and problems of employees of law enforcement bodies formulated by the project of the new federal law.
The head of the Law Department of the Ministry of Interior of the Russian Federation Valery Chernikov and the deputy of the State Duma of the Russian Federation Tatyana Moskalkova, the doctor of laws, professor who had served in militia more than 25 years specially arrived for the participation in this event from Moscow.
"It is an unprecedented case, for the first time after the discussion of our Constitution back in 1993 a whole complex draft law is presented for general discussion," said Tatyana Moskalkova at the press conference arranged by press service of the Central Internal Affairs Directorate as she commented on the draft law "About police".
The open discussion of the draft law proceeds at all Web portals where it is published. All remarks are considered and classified by a group of criminal experts of the All-Russian Research Institute of the Ministry of Interior of the Russian Federation, then submitted to the advisory council at the Ministry of Interior of the Russian Federation which, beside employees of law enforcement bodies, comprises representatives of the public defender's office, the judicial manpower, researchers and human rights defenders. Next, the processed data reach the President of Russia who should make a decision what offers and remarks should be considered when preparing the final version of the law. According to Tatyana Moskalkova, there are more than 20,000 various comments and offers already from which about five thousand messages will be chosen for the further consideration.
Tatyana Moskalkova emphasized several innovations provided for by the draft law. First, the whole system of law enforcement bodies should be centralized thus excluding double subordination cases, and there should be no division between the public safety militia and the criminal militia. The police will be financed exclusively at the expense of the federal budget. Secondly, in future policemen will be exempt from uncharacteristic functions which other departments can discharge.
The third major and necessary innovation concerns the social guarantees and the monetary allowance. "The law about the monetization of social benefits deprived militia officers of liberties to travel by the public transport and pay less for the accommodation and the utilities, while the new Housing Code removed opportunities to have a domicile under social rent conditions. All these guarantees are provided for by the new draft law.
Another important point of the draft law, according to the deputy of the State Duma, is the extended control over the police activity exercised both by the higher management and by the public (the public councils are being established at Internal Affairs Directorates and Central Internal Affairs Directorates for this purpose).
"We also have different criteria of assessment of the police employees' activity. Now it is not statistics or reports, but the public opinion that counts. For instance, I am impressed by the experience of Belarus militia where public opinion surveys about the work of law enforcement bodies are carried out and points within the 100-point scale are given," said Tatyana Moskalkova.
As for the Central Internal Affairs Directorate in Sverdlovsk region, according to the guest from Moscow, no convulsions are expected due to the new law. There will be no massive re-qualifications or repressive clearing operations, according to Tatyana Moskalkova. "Yet we will preserve the highly professional core by all means, for the Sverdlovsk militia do their job fairly good."
