A session of the Public Council at the Ministry of Interior in Republic Mordovia took place on August 26. This meeting of representatives of the public with the head of the militia department was devoted to the reform of the system of the Ministry of Interior and the discussion of the draft law "About police".
"Militia is the most transparent body within the law enforcement system which is always accessible to citizens," said the Minister of Interior in Republic Mordovia major general of militia Nikolay Larkov. "It is to us that citizens appeal to in trouble, and in many respects it depends on your dedicated participation in the discussion of the new law regulating the activity of such an important state institute what kind of militia we will have protecting our peace and safety".
"Speaking about the word meaning we come to realize that the militia stands for the military service, a certain civiel home guard while the police stands for the system of special bodies specializing in the maintenance of the public order and the counteraction to criminality, the administration of state affairs," said the chairman of the Public Council at the Ministry of Interior in Republic Mordovia Valery Levin in his speech. "Therefore, from the point of view of the word meaning, it would be right and justified to return to the police".
Other members of the Public council, the chief officer of the Mordovian republican human rights center Vasily Guslyannikov, the chairman of the public association "Group of law and order" Valery Pivkin, the prior of the Holy Trinity man's monastery abbot Veniamin, the chairman of the spiritual management of Moslems of Republic Mordovia Rashid-hazrat Khalikov and others also stated their remarks and offers concerning the reform of the law enforcement bodies.
In particular, special attention was given to the insufficient formulation of the social guarantees of employees in the project of the new law. "Taking into consideration the importance and labor intensity, the social guarantees of police employees are obviously insufficient," said the chairman of the Public Council Valery Fyodorovich Levin.
Minister of Interior Nikolay Sergeevich Larkov agreed with the participants of the session. He remarked that if employees of law enforcement bodies received worthy allowance, privileges and other social guarantees, the professionals would cease leaving militia bodies and the system would be able to select highly-skilled employees.
"Certainly, this version of the draft law is not final," said the Minister of Interior in Republic Mordovia major general of militia Nikolay Sergeevich Larkov as he summed up the meeting. - We will recapitulate your offers and submit them to Moscow.
