Members of the Public council at the Central Internal Affairs Directorate in Kemerovo region together with militia officers discussed the project of the Federal law "About police".
"Citizens should be fully aware of functions of the police," said the head of the law department of the Central Internal Affairs Directorate in Kemerovo region colonel of militia Tatyana Soboleva in her speech. She presented a comparative analysis of the active law "About militia" and the discussed draft law, especially emphasizing both the positive differences and discrepancies, contradictions.
The participants of the meeting showed special interest to the basic aspects of activity of the future police, to the maintenance of trust of the law and order bodies as well as the rights and duties of the people with epaulets.
Most of the participants spoke about the necessity to specify a full list of policemen's functions in the draft law, thus precluding their expansion or double interpretation.
"The item entitling police employees to penetrate to the citizens' premises should be made more specific. Policemen should have major reasons which must be precisely formulated," was the opinion of representatives of the Kemerovo regional branch of the political party "United Russia". Also, the participants of the session spoke in favor of having a more specific definition of social guarantees of police employees.
"Speaking about increasing the proficiency, it is necessary to have a legislative definition for the system of personnel management, the competitive order selecting applicants for positions in law enforcement services, the system of counter corruption measures, legal mechanisms of the parliamentary and public control over law enforcement bodies, the openness of police and the close interaction of the police and the population," said the member of the Public council the vice-president of the noncommercial partnership of private security companies and non-state educational institutions engaged in security guard training Victor Sidorkin in his speech.
All the suggestions of the members of the public council will be certainly considered and submitted to the Ministry of Interior of Russia.
Summing up the meeting, the acting head of the Central Internal Affairs Directorate in Kemerovo region colonel of militia Sergey Vasilev assured that the management of law enforcement bodies of Kemerovo region was certainly interested in having the best of these statements and suggestions in the final version of the draft law which will be presented to the State Duma by the President. In his opinion, the document should provide the professional, well-coordinated and well-aimed work of militia employees to ensure due protection of citizens and efficient counteraction to the criminality.
