Topic "Professional training for law enforcement bodies" addressed in broadcast "Conversation with the Minister" at radio station "Militia wave"

MW. We receive quite a number of letters mentioning issues of entering and studying at higher educational institutions of the Ministry of Interior of Russia. The departmental education and the professional training of law enforcement bodies is a subject of today's conversation with our visitor, Minister of Interior of the Russian Federation Rashid Nurgaliev.

- Rashid Gumarovich, summer is traditionally a time of choice for youth as graduates choose an educational institution for their further education. Judging by the letters, there are lots of those who would like to join militia bodies. Our listeners wonder how once can enter an educational institution of the Ministry of Interior of Russia?

Minister. Today, to enter a higher educational institution of the Ministry of Interior of Russia has become way more difficult than several years ago. This is due to the toughened requirements to the applicants. Certainly, in our high schools those who were school students yesterday, learn fundamentals of legal knowledge are seriously engaged in physical training and accustom themselves to discipline, developing a feeling of mutual assistance and comradeship. However, these efforts are not always enough if the future officer is initially inconsistent with moral and ethical requirements presented to employees of law enforcement bodies by our society today.

Therefore we toughened requirements to applicants entering militia high schools. Now, beside qualifying tests in profile subjects and physical training, the entrant is offered a number of additional checks and tests.

 

MW. Any examples, please?

Minister. The most important component is a comprehensive psychophysiological research, involving a polygraph as part of it. For us it is important to understand whether the future employee is ready to severe ordeals, challenges and restrictions the militia service is fraught with, how much one is sociable, whether one works fine in a team, whether one is polite and correct in communicating with citizens.

In the near future the institute of personal surety approach will also apply to candidates. In this case experienced employees of law enforcement bodies will personally guarantee the high moral level of the candidate.

 

MW. Certainly issues concerning the physical training and the state of health of entrants are least important in the course of professional selection?

Minister. It is indeed one of our priorities. Everyone who wishes to start studying at our educational institutions or to join the service in law enforcement bodies is subject to an all-round medical examination.

As to entrance physical training examinations, applicants face highest demands here as well. After all, any employee of law enforcement bodies should be strong and physically perfect.

 

MW. Rashid Gumarovich, how different is the educatory process in militia high school from that in civil educational institutions?

Minister. Except training profile and special subjects, a considerable attention is given to the formation of moral qualities of future employees.

It is essential for us to have contemporary militia officers who are not only highly competent experts, but also stick to high moral values.

That is why today as the personnel element of the activity of the Ministry is being reformed, the emphasis is laid on the development of civil, moral, spiritual and other professionally significant personal qualities in employees of law enforcement bodies, the increase of their competence and legal culture, strengthening of the office discipline and legality.

 

MW. How will the reform of the Ministry of Interior influence the system of education of employees of law enforcement bodies and strengthen the personnel potential?

Minister. For today, the educational system of the Ministry of Interior of Russia comprises 3 universities, 5 academies, 15 institutes and 2 schools of office dog breeding. It is a solid foundation for a good education in our country.

Within the limits of the modernization of the departmental educational system, the increase of the professional competence of graduates of our high schools is prioritized. Therefore, in 2010 we will reduce accepting applicants for training. This will enable us to better choose really good applicants and concentrate more on the profile education for our future officers.

Besides, we are considering issues of reorganizing educational institutions of the Ministry of Interior of Russia are studied. Some high schools will be reprofiled for preparing experts in specific spheres of activity of law enforcement bodies. And certainly we will have more interactive classrooms, more attention will be given to the development of the operative way of thinking.

 

MW. In conclusion of our program let us wish our school leavers to make a correct choice of their high school and to avoid being disappointed about their qualification...

Minister. I would be pleased to see the numerous examples of selflessness, courage, heroism, fidelity to the oath, the service debt of our employees we observe in the daily activity of our colleagues be the principal reference points for those who makes a decision to study in our high schools... This is my wish to those who will join the service in law enforcement bodies in future.
