Issue "Measures to ensure preventive work during the summer time" addressed in broadcast "Conversation with the Minister" by radio station "Militia wave"

MW. The holiday season is about to begin in Russia. People leave for their summer residences, travel to other regions and countries to have a rest, thus leaving their apartments without supervision. How could one save one's residence from thieves? How could one secure themselves and relatives? What measures are taken by militia employees to prevent anything from spoiling our rest?

This is an issue for today's consideration together with our visitor, Minister of Interior of the Russian Federation Rashid Nurgaliev.

- Rashid Gumarovich, as summer draw near, the holiday season is about to begin. Will this somehow tell on the militia's operating mode?

Minister. Certainly. During the summer time the number of issues militia face increases.

The increase in the passenger traffic, traveling to summer residences the termination of the school year... these and many other factors make the tough schedule of many units of law enforcement bodies even tougher as the holiday season sets in. This is when a number of large-scale preventive operations are carried out. Among them are: "Caution: children!" aimed at the prevention of traffic injuries involving children during the summer time, the comprehensive multi-stage operation of prevention of homelessness, neglect and offences of minors "Teenager", the operation "Resort" aimed at the maintenance of safety in the country's health resorts and others.

MW. The work of the State Traffic Safety Inspectorate will certainly be reviewed? After all, the number of cars on roads is traditionally higher than in winter...

Minister. Certainly. One of the summer season's main problems is having traffic jams at city gateways. Therefore the State Traffic Safety Inspectorate's task is to take all possible measures to distribute and optimize the traffic streams. For example, to ensure more rapid arrivals to places of traffic accidents which most often cause multi-kilometer jams, maneuverable road patrol service groups on motorbikes will be used. This will ensure our employees reach places of accident without problems and take rapid measures to promptly clear the road surface from collided cars. Besides, employees of the State Traffic Patrol Inspectorate will also provide safety of transportation of children in summer recreation centers and back.

MW. Rashid Gumarovich, it is no secret that there is a phenomenon of "seasonal criminality". What is actually special about the summer time?

Minister. It is evident that the vacation and holiday time means an increase in the number of room thefts. This is proved by the statistical data. Many our citizens prefer spending their holidays in other regions or in their summer residences. Their apartments are thus left for the long period without supervision for the mercy of malefactors whose attention they draw.

The most efficient way to secure one's dwelling is having one's apartment equipped with an alarm system connected with the private security service. Already the fact of their being an alarm system does deter criminals.

MW. Rashid Gumarovich, summer is not only holidays, but also a long school vacation. Will the Ministry of Interior be anyhow engaged in getting the children employed, interested, and busy?

Minister. Caring about children, especially during the summer time, has always been a priority for law enforcement bodies. Even now that the school is not over yet, employees of juvenile units and State Traffic Safety Inspectorates arrange preventive conversations at schools. Besides, inspectors of juvenile departments, precinct militia officers and family inspectors carry out similar work in families, study how busy children are in summer time. Militia employees arrange special meetings and children's sports clASSES. As I said time and again before, the doors of all our sports institutions are open for each teenager absolutely free of charge. Also, this summer we intend to arrange thematic workshops for children based on dog breeding centers of law enforcement bodies and units of horse militia.
