Regional interdepartmental conference on problems of prevention of offences took place in Ulyanovsk

Within the limits of action the seminar-meeting on a question "Perfection of preventive work of precinct militia officers of militia", and "round table meetings" on themes is spent: "Issues in sphere of prevention of offences, ways of their decision", "Propagation of a healthy way of life, a measure on decrease alkogolizatsii the population", "Interdepartmental interaction in the decision of questions of social adaptation of the persons released from places of imprisonment".

At final session with the report about role the precinct militia officers of militia in prevention of offences acted the head of the Internal Affairs Directorate on the Ulyanovsk region Anatoly Bakayev.

Precinct militia officers of militia only in 2009 stopped more than 82 thousand administrative offences. They supervise behavior more than 27 thousand the persons who are under preventive supervision in law enforcement bodies.

The divisional, being the plenipotentiary of militia in certain territory, is closer than other employees of law enforcement bodies costs to the population, carries out problems and the functions which are within the competence practically of all services, units of law enforcement bodies.

Such official position in much predetermines universal character of its activity, demands high professionalism, knowledge of operative conditions on a site, abilities to use in the work not only an arsenal of militia means and methods, but also psihologo-pedagogical skills.

The Internal Affairs Directorate daily analyzes the contribution of precinct militia officers of militia to questions of prevention of offences in the territory of the region. As the head of the Internal Affairs Directorate noticed, not all divisionals with due responsibility concern performance of the office problems, showing ignorance of a served administrative site, the formalism and unwillingness to work with the population that negatively affect image of the divisional as a whole. Such employees are invited in the regional Internal Affairs Directorate where it informs methodical recommendations and the requirements shown to the operational activity.

However in service of precinct militia officers many employees honesty executing an office debt, thoroughly knowing the served sites, supervising operative conditions, and competently working with the population work. To such employees of the Internal Affairs Directorate creates as much as possible comfortable conditions for performance of duty, financially stimulates their work.

Now equipment of territorial points of militia by means of electronic technics and communication is spent, access to civil and departmental information networks will be arranged. E-mail and Internet presence allows, if it is required, round the clock to be on communication with inhabitants of microdistricts, to co-operate with various units and public safety militia services in the real time mode that promotes operative reception of the information at disclosing of crimes.

At conference questions of interaction of authorities and militia in realisation of the Concept of a state policy on decrease in scales of abusing by alcohol and prevention of an alcoholism among the population of the Russian Federation, propagation of a healthy way of life, about execution of criminal punishments without isolation and other actual problems of a law enforcement orientation also were considered.
