Horse militia traditions are being revived in Khakassia

The introduction of advanced forms and methods of duty performance in the operational activity is one of the main tasks the management of the Ministry of Interior in Republic Khakassia faces. For that purpose the best practices of other Russian regions are studied and adopted with reference to specific circumstances in our republic.

For that purpose, an official visit of employees of the Ministry to Nizhni Novgorod was arranged in December 2006 to exchange the positive experience in terms of establishing a cavalry unit in the structure of the public safety militia of the Ministry of Interior in Republic Khakassia. The result of the trip was that a separate cavalry platoon of militia was established.

The cavalrymen have been bearing service in the capital of republic and in its districts for three years. While they were a focus of general attention at first, now streets of Abakan can hardly be imagined without militia officers proudly sitting on their well-groomed horses.

25 employees and 18 horses have the common mission of preventing and suppressing administrative offences and crimes, protecting the public order and safety of citizens. They meet this challenge quite well: last year 2009 the employees of the separate cavalry platoon bore service in streets of capital and were involved during 12 mass events. They took part in the detection of 21 crimes, revealed 623 administrative offences.

The cavalrymen's hot season starts in spring and lasts till late autumnб for in severe Siberian frosts the militia officers take care of their stately colleagues and bear service in pedestrian squads. However, without their wards the cavalrymen are none the less successful in carrying out their tasks. For example, a squad of the separate cavalry platoon of militia detained a man recently whose personal inspection yielded more than 130 grams of marihuana, which was withdrawn.

It shall be noticed that patrolling some districts by car or on foot is quite complicated or sometimes absolutely impossible, therefore cavalrymen are always in demand. For example, during the resort season horse militia squads have been protecting the public order at lake Bele for years where quite a number of inhabitants of Khakassia as well as visitors from Krasnoyarsk region, Tomsk, Novosibirsk, Kemerovo and other Siberian cities have a rest.

The Minister of Interior of Khakassia Ilya Olkhovskiy declared the last year the year of public order maintenance and therefore, the livestock of horses was increased in the cavalry platoon. While the young unit started its service with 11 wards three years ago, 5 more joined them last year. And in new 2010 two more thoroughbred, stately and graceful wards arrived, which means the unit will be able to bear its service more efficiently. Ilya Olkhovskiy observed that the positive operational experience of the cavalry platoon was a worthy example for the whole public order maintenance unit as he estimated the activity of the public safety militia of Khakassia as a whole.

Both people and horses are experts in the cavalry platoon of militia. It shall be noticed that the only woman militia officer, cavalrywoman Tatyana Kuklina serves on level with her colleagues who are pleased with having a woman's female heart to bring more consent and warmth to the team. The separate cavalry platoon is a big and amicable family where all members assist each other for the sake of the one general mission, serving to citizens.
