Exactly two months have passed since the first issue of the radio program "Conversation with the Minister" was broadcast. More than 500 messages arrived from citizens at the e-mail address and the studio's answering machine over this time.
MW. Today we continue our weekly dialogue with the RF Minister of Interior Rashid Nurgaliev where the Head of the Ministry of Interior of Russia answers the most urgent questions asked by our listeners. Everyone can ask the Minister a question.
- Rashid Gumarovich, exactly two months have passed since the first issue of the radio program "Conversation with the Minister" was broadcast. More than 500 messages arrived from citizens at the e-mail address and the studio's answering machine over this time. Do you succeed in solving at least some of the problems where the citizens appeal to you?
Minister. We do not disregard any letter, any phone call. Depending on the time necessary to perform a check, some of the public speeches are considered earlier, others later. Anyway, those who ask receive answers as soon as the inspection procedures are over.
MW. For certain there are also complaints about employees?
Minister. Yes, we receive such letters, too. By the way, our program's goal assumes we are ready for such letters. For example, in December we had a complaint about one of employees of the State Traffic Safety Inspectorate unduly performing his official duties. According to the applicant, the inspector made a mistake when considering a traffic accident. An enquiry was made related to this letter. As was found out the inspector did made a mistake. There are also other examples.
MW. Our program is not the only authority where people can send their questions...
Minister. Certainly not. There is a telephone hotline virtually in every department of law enforcement bodies. "Hot lines" are operating in inherent security units. For example, last year more than 50,000 messages were sent to units of the Inherent Security Department only from citizens. They were considered together with human rights organizations and Ombudsmen.
Besides, as I already said, one can appeal to the Public Liaison Office at the website of the Ministry of Interior of Russia and to the Law enforcement portal. By the way, 12,000 messages arrived to the Ministry of Interior's electronic public liaison offices last year.
MW. Rashid Gumarovich, I would like to discuss two more letters which arrived from our listeners. The first is from Victoria from Vyborg, where she mentions illegal gambling establishments. She provided exact addresses. Was anything undertaken concerning this message?
Minister. This is precisely the case where thanks the active participation of our radio listeners militia employees succeed in precluding serious offences.
In pursuance of this message certain operative actions were carried out. Employees of the Central Internal Affairs Directorate in St.-Petersburg and Leningrad region stopped the work of the underground gambling establishments. About 200 slot machines were withdrawn, the offenders will be made liable.
I would like to thank Victoria for her assistance. Also, I hope that similar calls and alarm messages will contribute to the solution of other questions.
MW. Another letter is from Vladimir Bets, an inhabitant of Stavropol Area who complained of traffic difficulties near the motor vehicle market in Pyatigorsk. The passage problems were caused by a chaos in how car were parked. Therefore, two cars could not pass one another on the narrow road...
Minister. I remember this letter well. I personally instructed the management of the Traffic Safety Department of the Ministry of Interior of Russia and to the head of the Central Internal Affairs Directorate in Stavropol area to look into this situation. And, as far as I know, certain measures were taken to enforce the due order on this road.
MW. Vladimir Mikhaylovich Bets sent one more letter where her writes as follows, now quoting: "After my claim the State Traffic Safety Inspectorate reacted immediately performing inspections and checking parking lots. The thoroughfare has considerably improved. I would like to specially thank the head of the State Traffic Safety Inspectorate of the area B.F. Bulgakov and the commander of the separate battalion no. 1 V.I. Grankin Many thanks ," - our listener wrote.
Minister. Thank you. I would like to assure our listeners once again: although we receive lots of messages and appeals on personal matters which are of great importance for the people, we consider each case separately. We will report the results of this work at following meetings.
