Public Council at Central Internal Affairs Directorate in Kemerovo region summed up results of work

The cooperation of militia and the public in Kemerovo region has been in progress for the eighth year. In 2002 the Central Internal Affairs Directorate's initiative about interaction was supported by representatives of the regional branch of the All-Russia party "United Russia", the regional branch of the Communist Party of the Russian Federation, trade unions, veterans of internal affairs departments and Afghanistan, scientists, clergymen of the Russian Orthodox Church and other religious faiths.

That was the first time in the country such a public council was established. During its existence it has arranged over 300 joint campaigns. Militia officers and social activist keep order during public events, supervise the observance of human rights in custody institutions, carry out various campaigns for minors and are engaged in many other good affairs.

Such cooperation ensures the reinforcement of the region inhabitants' confidence in the law enforcement bodies. In their activity militia officers cannot a priori do without the assistance and support of the society, since the counteraction to criminality is not efficient without the interaction with the population. For this reason militia bodies are interested in the cooperation with activists of social movements, religious figures, scientists, prominent journalists, people which have already done a lot for the advancement of civil initiatives.

This year the social activists have met each other for the first time. The participants discussed a variety of organizational questions and defined priorities of the future activity. The meeting started with a report of the main militia officer of the region lieutenant general of militia Alexander Yelin.

General Yelin told the participants how militia officers had worked and would work in Kemerovo region. Special attention will be given to the population's assessment of the law enforcement bodies' activity this year. The head of the Central Internal Affairs Directorate emphasized it particularly.

"We would like to have the activity of militia assessed objectively," Alexander Yelin declared in his speech. "I am waiting for specific proposals from you, dear members of the Public council. We are interested in the neutrality of assessment of the present situation.

Anyway, the Public council at the Central Internal Affairs Directorate in Kemerovo region already pays special attention to this question. Last June the members of the Public council took part in an independent sociological research about the activity of law enforcement bodies of Kemerovo region and problems of reforming the system of the Ministry of Interior. 

Summing up the activity of the Public council over the two past years, the events and activities which had primarily strengthened the citizens' confidence in the law enforcement bodies, contributed considerably to the prevention of crimes and offences were appreciated. These are the operative preventive measures "Militia nearby", "Legality"; the campaign "Prospect" aimed at the employment of orphan children, graduates of children's asylums and boarding schools of the region.

Also, the campaign "Young guards of Kuzbas" carried out at the initiative of Kemerovo regional organization "Russian union of soldiers of Afghanistan" and widely supported by other public associations belonging to our Council were highly appreciated by the management of the Central Internal Affairs Directorate of the region.

Last July, 50 teenagers from so-called problem and low-income families inclined to illegal behavior and being under militia supervision, had an opportunity to have a free of charge rest in the military and patriotic improving youth camp "Scout" established in the territory of the range of the training center of the Central Internal Affairs Directorate.

Besides, the Public council is engaged in dozens of charity and educational campaigns, actively participating in all socially significant projects implemented in the region ("Help prepare for school", "Militia and children") as well as New Year's charity events "Happy holidays", "Courage Lessons" and "Safety Lessons" and others.

Special classes are regularly arranged with assistance of Kemerovo and Novokuznetsk diocese of the Russian Orthodox Church for employees of units of law enforcement bodies of Kemerovo region to provide the moral and intellectual education. With assistance of the Public council special publicity posters depicting provisions of the Code of ethical standards of militia employees are developed, published and delivered to all units of militia of the region. This experience was recognized by the Ministry of Interior and is recommended for distribution in all regions of Russia.

Probably the most significant publicity event arranged at the initiative of the Public council was the regional competition "National militia officer of Kemerovo region" which was held in a new modern way. For one and a half months, an open voting procedure was held online at the official site of the Central Internal Affairs Directorate. Personal pages of participants of the contest were created and intermediate results of competitive tests were published. Three employees of territorial militia units who won the greatest number of points became winners of the competition. The event aroused great interest of the region's inhabitants, and several tens of thousand users visited the site of the Central Internal Affairs Directorate during the campaign.

his year, the number of members of the Public council at the Central Internal Affairs Directorate in Kemerovo region has increased. The wider representation of public associations in the Council's structure is primarily aimed at the development of constructive cooperation and the creation of conditions to ensure efficient dialogue of militia with institutes of the civil society during the reform concerning law enforcement bodies. Besides, this year special attention of the social activists will be given to the 65-year-Anniversary of the victory in the Great Patriotic War.
