Today, an extended board session of the Ministry of Interior of Russia took place in Moscow to evaluate the results of work of law enforcement bodies in 2009.
The RF President Dmitry Medvedev attended the meeting and laid the main emphasis in his speech on the development strategy for the Ministry of Interior.
According to the head of the state, the first and major step on the way of reforming the Ministry of Interior is the optimization of the staff and structure of this authority. The functions of the Ministry of Interior should be regularized, and the structure of the Ministry wants optimization.
Dmitry Medvedev emphasized that it was necessary to toughen the responsibility of employees of law enforcement bodies of all levels. The President suggested the fact of serving in law enforcement bodies a circumstance aggravating the criminal liability for a militia employee who may commit a crime.
The President instructed the Minister of Interior to present a detailed plan of perfection of the Ministry within a month. In particular, this plan should provide for a system of measures against the corruption and a new order of selecting candidates for the service in militia.
In his speech the President also designated a number of priority matters for the Ministry of Interior. First of all Dmitry Medvedev mentioned the crime detection rate issue which should remain one of basic criteria in the militia activity. The second problem is the counteraction to extremism, the liquidation of the criminal underground in the North Caucasus, providing a decrease in the general criminality. This is an indispensable condition for the economy development in the North Caucasus and for the improvement of the people's lives. The situation in the North Caucasus demands escalation of efforts aimed at the maintenance of safety for militia employees, too. This will have to be prioritized as well involving the best Russian and foreign experience. The third basic aspect is the struggle against the economic criminality, against the criminal pressure upon business enterprises and the illegal property capture.
The president emphasized that law enforcement bodies should contribute to the prevention of offences. The uniform state offence prevention system has been in action in Russia since 2007.
According to Dmitry Medvedev, the state will also continue increasing the material and social level of militia employees, solving their accommodation problems. The head of the state expressed his confidence that such measures would further stimulate the militia's overall performance.
In conclusion of his speech Dmitry Medvedev emphasized that the reform concerning the activity of the Ministry of Interior would remain under his personal control.
The RF Minister of Interior General of the Army Rashid Nurgaliev presented a report on the results of the Ministry of Interior's activity in 2009.
Last year thanks to the comprehensive measures taken to prevent crimes and offences, the crime rate in the country decreased by 6,7%. The number of grave and extremely grave crimes decreased by 6,5%, the number of murders by 11,8%, the number of armed assaults by 14,9%, the number of robberies, by 20,3%, and the number of room thefts by 11,7%.
A large amount of work was also performed in the sphere of struggle against drug-dealing, while private security service units succeeded in providing high security of protected objects and apartments.
