MW. The improvement process for the activity of law enforcement bodies is underway. One week ago the Head of the Ministry of Interior signed order 25 "About issues of estimating activity of RF law enforcement bodies" which should replace the notorious order 650 as of August 5, 2005. Today, we will speak about this document. Welcoming our guest, the Head of the Ministry of Interior of Russia.
MW. Rashid Gumarovich, nice to welcome you. So, the order you signed which provides for changes in criteria of assessment for the work of militia caused a lot of stir and numerous discussions and certainly there is a point in learning it all about this document firsthand.
Minister. Yes, on January 19, order 25 was signed which establishes a new system of assessment for the activity of law enforcement bodies. Frankly speaking, it is a very important moment for us, since new indicators featuring the public opinion are added to the system of assessing the work of law enforcement bodies. It is important that these indicators are based on the data provided by independent sociological centers.
Earlier we used to estimate our work, but today there are independent sociological researches which assess our work involving primarily the public factor, for they consider if and to what extent citizens feel themselves: safe and calm and how they react to our actions.
MW. It is obvious that this work aimed at the development of this new order started way before than yesterday...
Minister. Yes, we did work since last spring. This was based on a deep analysis of the conformity of criteria, estimation indicators to core purposes and issues we face. We had to reinforce the social component in the militia activity, to raise the availability and to improve the quality of militia activity.
MW. When the assessment of activity is performed by public associations, sociologists or citizens, it is more appropriate to call them external criteria... What do you prioritize from the departmental point of view?
Minister. Well, our corner-stones are this quality and legality. We aim at precluding using a gross statistics approach. Our emphasis is on interdepartmental markers displaying primarily the counteraction to grave and especially grave crimes, crimes committed wihin arranged groups or criminal communities, the compensation of material damage to victims. Also, we add markers aimed at the detection and investigation of corruption effects, illegal acts and certainly, problems of extremism. These are our internal criteria...
MW. Rashid Gumarovich, what is your vision about the implementation and the vailidity period of this order? Some of the letters addressing our program contain rather skeptic thoughts in this respect.
Minister. You know, today there is no reason to plunge in forecasts and predictions. The law enforcement system is being developed, the operative situation is changing and certainly, it is a multi-stage process. I believe, in the long term we will be able to develop even more correct criteria of assessment for our activity. Now militia bodies have become more transparent, more accessible. In this respect the quality of work is a priority for us. We place a great emphasis on the person and whether he or she feels safe. We consider that these factors are important today.
MW. That is, you shift from figures to the person...
Minister. Exactly. My opinion is that it's absolutely essential. We should understand that each problem, event, offence, or crime is a person, their destinies, lives, health, rights and freedoms. I mean that it is the person we focus on today.
