We are appealing for information about the whereabouts of the person, born 1968 in Serov, a town outside Yekaterinburg, then Sverdlovsk, an alleged organizer of contract murders. 

He is described as 175-sm tall, athletically-built, with a square-shaped face, receding short fair straight hair, outstanding ears, fair eyes, a protruding chin with a pit , thick lips.  He may wear a pair of glasses.
